Proposal 2: Voters Not Politicians

Background: A proposed constitutional amendment to establish a commission of citizens with exclusive authority to adopt district boundaries for the Michigan Senate, Michigan House of Representatives and U.S. Congress, every 10 years.

What it does: The proposal would amend the State Constitution to create an Independent Citizens Redistricting Commission to draw congressional and legislative district maps. Currently, the state legislature draws district maps, which the governor can veto. The proposal requires that voting districts be drawn impartially, not to favor any political party or candidate. The commission would be subject to state transparency laws and be required to hold public hearings prior to adopting any proposed map.
